Located in southwestern Montgomery County, Miamisburg Municipal Court serves an approximate population of 80,000 people. The Court’s jurisdiction includes the cities of Miamisburg, Germantown, and West Carrollton, and Miami and German Townships. The judge of Miamisburg Municipal Court is an elected official; and Miamisburg Municipal Court is a one-judge court. The magistrate, clerk of court, and chief bailiff are appointed by the judge.

Judge Messham was appointed by the Governor of the State of Ohio in 1989, and has served as judge since that appointment, having been re-elected three times. Prior to his appointment, Judge Messham was a partner in the law firm of Baver, Messham & Bookwalter Co., L.P.A. located in Miamisburg, Ohio. Judge Messham appointed Attorney John F. Kolberg to the position of Magistrate in 1993 to preside over the growing number of civil and minor misdemeanor cases heard by the Court. In 1999, Judge Messham appointed Cynthia A. Coffey to the position of Clerk of Court. Prior to her appointment as Clerk in 1999, Coffey served the court for ten years as Deputy Bailiff/Court Reporter.

Miamisburg Municipal Court personnel are responsible for processing approximately 15,000 cases per year. This includes maintaining the court’s dockets and public records to accurately reflect the orders of the Court as well as collecting and receipting the payment of all costs, fees, fines, bail and other funds payable to the Clerk’s Office.
